Four schemes, two of them you'll probably use.

HRD Corp runs several schemes. For most AI training engagements, SBL or SBL-Khas will be the right answer. Here's how to tell them apart, plus the two niche ones to know about.

SBL

Skim Bantuan Latihan

Common for AI

The general-purpose claim scheme that covers most AI training engagements.

Best for

  • Off-the-shelf AI courses run by an HRD Corp registered provider
  • Mixed-mode delivery (in-class, online, or blended)
  • Both public-enrolment and in-house corporate runs

Good to know

  • Application is filed through the eTRiS portal before training starts
  • Coverage typically includes course fees, plus allowances for trainees in some cases
  • Most AI training delivered by AITG falls under this scheme

SBL-Khas

Skim Bantuan Latihan Khas

Common for AI

A streamlined version of SBL for training delivered by HRD Corp-registered providers.

Best for

  • Engagements where the training provider is already an HRD Corp registered provider
  • Standardised courses with consistent pricing across cohorts
  • Companies that want a simpler filing path than full SBL

Good to know

  • Simpler documentation requirements than standard SBL
  • Provider-led filing in many cases, reducing employer admin overhead
  • Most courses on trainhrdf.com.my are eligible under SBL-Khas

ELL

Employability Enhancement & Lifelong Learning

Sometimes for AI

A scheme aimed at building the workforce of the future rather than backfilling skills.

Best for

  • Workforce reskilling programmes
  • Lifelong learning initiatives that align with national upskilling priorities
  • Larger-scale, multi-cohort training rollouts

Good to know

  • Eligibility criteria are stricter than SBL
  • Often used for strategic, multi-year upskilling programmes
  • Less common for one-off AI courses but a strong fit for sustained AI upskilling

PERANTIS

PERANTIS and other apprenticeship schemes

Rare for AI

Apprenticeship-style schemes that pair structured training with on-the-job learning.

Best for

  • Long-form developmental programmes for graduates or career changers
  • Companies committing to extended placements, not just classroom hours

Good to know

  • Best fit when the goal is to build new AI capability inside the team, not to upskill existing staff
  • Requires structured assessment and mentorship — not appropriate for one-off short courses
